What is Community Development?
Community Development is a city department that is funded by the department of Housing and Urban Development (HUD). The department is funded by the Community Development Block Grant (CDBG), HOME, and other competitive and non-competitive grants to address issues relating to housing, infrastructure, and public services.


CDBG's national goal is the development of viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities principally for persons of low and moderate income.


Under Title I, Housing and Community Development Act of 1974, as amended, all activities funded with CDBG funds must show sufficient public benefit.

  • Benefit to low and moderate income persons
  • Contribute to the elimination of slums and blight
  • Address urgent needs for which other funds are not available (natural disaster)
