1. What does Community Development do?

Community Development funds may be used for the following activities:

• Acquisition or disposition of real property for any public purpose
• Public facilities and improvements
• Clearance, demolition, and removal of buildings and improvements
• Provision of public services such as those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, welfare, home buyer down payment assistance, or recreational needs
• The repairing of streets, sidewalks, parks, playgrounds, publicly owned utilities, and public buildings
• Housing services and home ownership assistance
• Providing financial support and technical assistance, for the establishment, stabilization, and expansion of micro enterprises
• Provision of technical assistance and capacity building to public or nonprofit entities to carry out eligible neighborhood revitalization or economic development activities

4. What is the HOME Program?

The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use, often in partnership with local nonprofit groups, to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or home ownership or provide direct rental assistance to people living with low incomes.

5. What is the Neighborhood Stabilization Program (NSP)?

The goal of the Neighborhood Stabilization Program (NSP) is to stabilize neighborhoods by addressing abandoned and foreclosed property through acquisition, demolition, new construction, and rehabilitation.

The city's community development department received both federal entitlement and state competitive "pots" of dollars for this program. The NSP federal program is funded by the department of Housing and Urban Development, (HUD). The competitive "pot" is funded by the state. The goals of both programs include stimulating the local economic economy through construction job creation and creating safe, livable, and viable neighborhoods through the removal of blight, infilling with new affordable housing, and upgrading basic housing stock.

6. What is Community Development?

Community Development is a city department that is funded by the department of Housing and Urban Development (HUD). The department is funded by the Community Development Block Grant (CDBG), HOME, and other competitive and non-competitive grants to address issues relating to housing, infrastructure, and public services.

CDBG's national goal is the development of viable urban communities by providing decent housing and a suitable living environment, and expanding economic opportunities principally for persons of low and moderate income.

Under Title I, Housing and Community Development Act of 1974, as amended, all activities funded with CDBG funds must show sufficient public benefit.

• Benefit to low and moderate income persons
• Contribute to the elimination of slums and blight
• Address urgent needs for which other funds are not available (natural disaster)
