Housing Programs

Community Development Block Grant (CDBG)

  • Acquisition or disposition of real property for any public purpose
  • Public facilities and improvements
  • Clearance, demolition, and removal of buildings and improvements
  • Provision of public services such as those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, welfare, homebuyer downpayment assistance, or recreational needs
  • The repairing of streets, sidewalks, parks, playgrounds, publicly owned utilities, and public buildings
  • Housing services and homeownership assistance
  • Providing financial support and technical assistance, for the establishment, stabilization, and expansion of microenterprises
  • Provision of technical assistance and capacity building to public or nonprofit entities to carry out eligible neighborhood revitalization or economic development activities

HOME Investment Partnerships Program (HOME)

The HOME Investment Partnerships Program provides formula grants to States and localities that communities use-often in partnership with local nonprofit groups-to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to people living with low-incomes.

Fair Housing

The Analysis to Impediments (AI) is a United States Department of Housing and Urban Development (HUD) mandated review of impediments to fair housing choice in the public and private sector. The AI is required for the City of Anderson to receive Federal housing and community development block grant funding.

The AI involves:

  • A review of a city’s laws, regulations, and administrative policies, procedures and practices:
  • An assessment of how those laws, policies, and practices affect the location availability and accessibility of housing; and
  • An assessment of public and private sector conditions affecting fair housing choice.

According to HUD, impediments to fair housing choice are:

  • Any actions, omissions, or decisions take because of race, color, religion, sex, disability, familial status or national origin that restrict housing choices or the availability of housing choices.
  • Any actions, omissions or decisions that have the effect of restricting housing choices or the availability of housing choices on the basis of race, color, religion, sex, disability, familial status or national origin.

Residential Tax Abatement

The City of Anderson offers a three (3) year partial tax abatement on new home construction. If the property is located in a neighborhood where the majority of housing stock was constructed prior to 1980 and there are a limited number of building lots in the neighborhood and is considered to be in-fill housing, the facility may qualify for a six (6) year abatement. Tax abatements in each instance, are allowable only within the City’s corporate limits.
