Below, we have provided an opportunity for you to provide feedback and input regarding departmental funding and projects at your convenience. Whether you were unable to attend a of the public meeting or whether this is in addition to what you provided at the public meeting, we appreciate the information.

The questions and information requested below are very similar to the format of the discussion at the public meetings. The feedback you provide will be considered with the feedback provided at the public meetings in assembling the goals and priorities for the Consolidated Plan.

Eligible Areas and Activities

While the City receives approximately 1 Million dollars in entitlement funds for CDBG, $350,000 in HOME funds, as well as 2.1 M in NSP funds addressing abandoned and foreclosed homes, there are some Federral limits on the location and types of activities that can be funded. Additionally, 70% of the total grant expenditure must be used for activities that benefit low-to-moderate income persons. (The City of Anderson utilizes 100%).

While these activities may occur anywhere in the City where individuals and families living with low incomes would benefit, the department spends the majority of funding in neighborhoods where the greatest impact in housing can be achieved. Area-wide neighborhood projects must be undertaken in areas in which at least 51% of residents are living with low incomes

Community Development funds may be used for the following activities:
  • Acquisition or disposition of real property for any public purpose
  • Public facilities and improvements
  • Clearance, demolition, and removal of buildings and improvements
  • Provision of public services such as those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, welfare, homebuyer downpayment assistance, or recreational needs
  • The repairing of streets, sidewalks, parks, playgrounds, publicly owned utilities, and public buildings
  • Housing services and homeownership assistance
  • Providing financial support and technical assistance, for the establishment, stabilization, and expansion of microenterprises
  • Provision of technical assistance and capacity building to public or nonprofit entities to carry out eligible neighborhood revitalization or economic development activities
