Neighborhood Stabilization Program

The goal of the Neighborhood Stabilization Program (NSP) is to stabilize neighborhoods by addressing abandoned and foreclosed property through acquisition, demolition, new construction, and rehabilitation.

Program Funding
The city's Community Development Department received both federal entitlement and state competitive pots of dollars for this program. The NSP Federal program is funded by the department of Housing and Urban Development (HUD). The competitive pot is funded by the state.

Program Goals
The goals of both programs include:
  • Creating safe, livable, and viable neighborhoods through the removal of blight
  • Infilling with new affordable housing
  • Stimulating the local economy through construction job creation
  • Upgrading basic housing stock
